Try turning off the compatibility. I'm running gta sa on win 7 x64 without compatibility. And try to unninstall cleo 3 and install cleo 4. Also you can install clean gta sa without any mods and run it with cleo 3.

No, I can not run SA with compatibility turned off.
It will freeze and mouse will get stuck.
Vista and 7 are different OS.
EDIT
I have deleted the SA folder and installed a fresh copy.
This time I have named the folder "Grand Theft Auto San Andreas"
Then placed the needed .dll and cleo.asi and now it worked.
How strange, I never had this weird situation like yesterday.
When reinstalling Vista, I copied the files into my USB drive.
And later after finishing reinstalling, I placed the files back.
It didnt worked, how mysterious is that.

Hello forummembers,
I have read the whole topic and there was not anyone who has my problem.
I have installed Cleo3 correctley.
When I startup SA, Im at the main menu and there are yellow words at bottom left corner.
But when I have chosen a savegame, the screen stays black.
Nothing happens.
I tried the .dll files from the archive of cleo3 and tried the ASILoader too.
It still stays at black screen.
UAC is turned off, set the compatibelity on Windows98/ME.
That is the only option to make SA work and wich fixes the mouse problem.
Without cleo, SA start up normal.
Im on Vista Home x64.
gta_sa.exe is 14.383.616 bytes, 1.0 US
Im out of words and have no cleu why it doesnt work.
