I think you are using the wrong gta_sa.exe version. For example, i am using gta_sa.exe Version 1.0 US HOODLUM. Im not gonna post a link, you can use Google to find it. Just make a Backup of the original gta_sa.exe and place the 1.0 exe in that place.

All that i know, is that you only can check a specified Key pressed with for example the Opcode 0AB0.
Why do you want to get the User Inputs?
