Mod Editing ( Enable Mod Even at Mission)

Hi :)I downloaded bunch of mods and I would like to know how to enable mod even a mission is running, so it would be come cool but I don't know how. i checked the .cs file,,

one that is not functional on mission
has a  $ONMISSION ==  0
but the one that is functioning whilst on mission
doesn't have $ONMISSION ==  0 

please help. i can't find threads of this one so I created one Thanks.
