Can not get Cleo to work

I have vista operating system.

GTA San Andreas DVD version of the game.
1.00 i think

I tried everything it won't work at all.

I need help please:(

i did gave it adminstration rights. i downloaded cleo 3

still doen't work it crashes when it loads the new game or load screen.
