Hi everyone.
For some reason, CLEO 4 recommends downloading and installing a newer bass.dll file to your GTA:SA installation. So I grabbed the latest one from the recommended site, and copied over the old one as requested.
However, now, it has been messing with the sound balance. Main menu sounds only occur in my right speaker, and my camera in game has to be facing a specific direction for sound to play through both speakers. Otherwise, if I begin to shift my camera in a certain direction, the sound begins to shift to a certain speaker. I have 2.1 desktop speakers from creative, and this problem only began after installing the new bass.dll.
It also seems that removing cleo.asi restores sound to its full functionality, although I would still like to use cleo.
If anyone can provide the original bass.dll from GTA:SA 1.1, that would be great.

Well.. revert back to the older version of bass.dll then.
bass.dll doesn't come with SA. It comes with CLEO 4. Which is why removing cleo.asi fixes the problem, because bass.dll is no longer actually in use.

Ah, that does make sense. Why, then, does the installation guide tell us to upgrade? For stability? CLEO has been crashing a lot on me, and crash logs would be nice...

Well CLEO has no control over how well the latest bass.dll will work. It's possible for the new one to have bugs or something. It is okay to update, but I doubt it is even necessary.
