cleo dont recognize

hi to all i have a problem with my cleo .
cleo dont recognize all of my mods that i have installed in its folder . the cleo file for traffic which gives normal traffic doesn't work.

this cleo is to have normal traffic without have accidents and collisions without this mod working the same problem again
