For some reason, this is making my game unable to start up. If I replace it with the normal one, I can start up my game, but CLEO won't work. I know it requires the modified file, but my game can't start up with it.

I'm on Vista, am using Euro Patch 1.00. I can't find USA Patch 1.00 so I can't try that. I have SAMP installed so I know mods work.

You should use the US version of GTA San Andreas, if you want normal CLEO works. But to change a version, you shouldn't reinstal game. You can replace files in the game folder:
gta_sa.exe
vorbis.dll
vorbisFile.dll
vorbisHooked.dll
eax.dll
ogg.dll
You can take then here.
