Having problems with gta sa

Okay so yesterday i had re-installed gta sa on my laptop. I have downloaded new mods for it but before i had installed them i downloaded the v1.00 patch & patched it, downloaded cleo 4 (first) and downloaded ELM. Now i tried installing cleo 4 but it didn't work, so then i downloaded & installed cleo 3 & also installed ELM, then i installed the new mods i had downloaded and started the game up. For the first few seconds the game starts to load well but then i get an error "Gtasa.exe has stopped working". So i know what the problem was, so i downloaded the US version of the v1 & tried installing it but i got this message "Cannot install because the vorbisfile.dll is missing" so i look in my root directory and the vorbis file is already there so why am i getting that message? i try it again and i got the same message.

Could anyone help me with this please?

What is "ELM" ?

Anyway, i think all you have to do is install original GTA SA game V1.0 US from Rockstar

PS, i live in east Europe and i have original game - gta sa v 1.0 US ( I have bought it in a supermarket )

ELM = Emergency Light Mod

& I got the US version of the v2 which i have patched to v1, i remember being handed a link to some thing where i dl the original but i cannot remember the link -.-

2. Make sure you're using GTA SA v1.0 US release. CLEO 3 was developed to support both 1.0 and 1.1 versions, but it was tested with 1.0 US release and it 100% works. If you have another version DO NOT USE ANY DOWNGRADERS.
